Whether athletes, coaches, officials, employees or volunteers, they all have the right to participate in sport in a healthy, safe, open and inclusive training, work and competition environment, free from any form of mistreatment, harassment and discrimination. It is up to each of us to contribute to the creation of this safe environment.

Integrity protection

In reference to the Ministerial Statement on the Protection of Integrity in the Context of Sport and Recreation, the objectives are:

Ensure a safe environment for all persons involved in sports

Ensure total objectivity in the processing of complaints

Ensure uniformity across all sports with centralized processing

Guarantee funding for the program to ensure its effectiveness and sustainability.

The Rugby Quebec Federation has adopted a policy to protect integrity and process complaints. In the context of sport or recreation, violence may be manifested by a person in a position of authority (for example, a coach), by peers (teammates, opponents), parents, employees, administrators, managers, team representatives, spectators, or by a member of the medical or support team (such as a physical trainer, massage therapist, etc.). It can occur in the locker room, on the field during a match or training session, at a coach’s home, or during competitions, sports initiations or trips away. The principles set out in this policy apply to all participants in the sports or leisure environment, including vulnerable people such as those with a physical or intellectual disability, as well as all athletes, from beginners to those aiming for excellence.

There are 3 types of potential complaint processing addressed in the policy by the Rugby Quebec Federation. The types are:

Abuse, harassment, neglect or violence of a sexual or non-sexual nature

Minor infraction

Sports management

An independent officer for the entire Quebec sports environment has been set up to handle complaints of abuse, harassment, neglect or violence of a sexual or other nature. Any person involved in the (federated) environment must report to the Complaints Officer this type of violence committed against a person who is also involved in the (federated) environment, whether minor or adult.

Complaints can be filed using the online form available at the link below:

[/et_pb_text][/et_pb_column][/et_pb_row][et_pb_row _builder_version= »4.27.4″ _module_preset= »default » global_colors_info= »{} »][et_pb_column type= »4_4″ _builder_version= »4.27.4″ _module_preset= »default » global_colors_info= »{} »][et_pb_image src= »http://rugbyquebec.org/wp-content/uploads/2025/06/BoutonWeb_PILS_JeDenonce_800x640-300×240.png » alt= »Logo je porte plainte » title_text= »BoutonWeb_PILS_JeDenonce_800x640″ align= »center » _builder_version= »4.27.4″ _module_preset= »default » hover_enabled= »0″ global_colors_info= »{} » sticky_enabled= »0″][/et_pb_image][et_pb_text _builder_version= »4.27.4″ _module_preset= »default » global_colors_info= »{} »]

Complaint of abuse, harassment, neglect and violence

[/et_pb_text][/et_pb_column][/et_pb_row][et_pb_row _builder_version= »4.27.4″ _module_preset= »default » global_colors_info= »{} »][et_pb_column type= »4_4″ _builder_version= »4.27.4″ _module_preset= »default » global_colors_info= »{} »][et_pb_text _builder_version= »4.27.4″ _module_preset= »default » global_colors_info= »{} »]

Safety regulations in sports

Under section 26 of the Sports Safety Act, a federation of sports organizations or a sports organization not affiliated with a federation must adopt safety regulations.

These regulations must cover the elements provided for in the Regulation determining the matters to which safety regulations must apply.

The federation or sports organization must have its safety regulations approved by the minister responsible for the application of the Act.

Criminal background check

All individuals working with vulnerable clients should undergo a criminal background check.
